Repeals sections 23.020, 23.040, 23.080, 23.140, and 23.150 of Missouri Revised Statutes and enacts four new sections reorganizing the Joint Committee on Legislative Research.

Establishes three divisions within the committee: a revision division (drafting bills, resolutions, and memorials), an oversight division (preparing fiscal notes and conducting program evaluations), and a policy impact division (analyzing potential impacts of proposed legislation).

Requires each division to have a director: the revisor of statutes for the revision division, and directors for both the oversight and policy impact divisions, each supervising their respective staff.

Changes fiscal note requirements to examine costs for the next five fiscal years (previously two years) and applies to legislation voted out of any committee rather than only bills being introduced.

Allows the committee to form subcommittees of at least six members to provide direct supervision of division personnel, with membership split equally between representatives appointed by the committee chair and vice chair.
