Prohibits any county, city, town, village, municipality, state agency, or political subdivision from using automated traffic enforcement systems to establish traffic violations or impose fines beginning August 28, 2014.

Automated traffic enforcement systems are defined as cameras or optical devices used to record images to establish evidence of non-compliance with traffic signals, speed limits, or other traffic laws.

Political subdivisions with existing automated traffic enforcement contracts on August 28, 2014 must complete or terminate those contracts by September 1, 2015.

Subsection 1 restrictions apply to all political subdivisions after their automated traffic enforcement installation or maintenance contracts are completed or terminated.
