Requires the Department of Natural Resources to conduct environmental radiation monitoring at solid waste disposal areas in home rule cities with 10,000-11,900 inhabitants located in counties with a charter form of government and over 950,000 inhabitants.

Mandates a public web portal providing real-time air quality data at minimum four evenly distributed points around the landfill perimeter, including hydrogen sulfide, benzene, total volatile organic compounds, and sulfur dioxide measurements.

Requires radiation monitoring using equipment sensitive enough to detect alpha, beta, and gamma emissions, measured in total counts per minute.

Establishes an "Environmental Radiation Monitoring Fund" within the state treasury to be funded by general revenue, gifts, donations, and fees collected under section 260.392 to support the monitoring program.
