Modifies the definition of "consumer" under Missouri's personal care assistance services program to include individuals with court-appointed guardians authorized to act on their behalf.

Changes "consumer-directed" services to allow a court-appointed guardian to hire, train, supervise, and direct personal care attendants on behalf of the consumer.

Maintains the exclusion of consumers who have an effective power of attorney authorizing another person to act as their agent for consumer-directed program duties.

Applies these changes to individuals determined by the Department of Health and Senior Services to be physically disabled and eligible for personal care assistance services.
