Requires landlords to return security deposits or provide itemized damage lists within 30 days of tenancy termination, with tenants having the right to attend the post-occupancy inspection.

Makes intentionally absconding from rental property without paying rent a class A misdemeanor, with defenses if tenant paid a security deposit covering all owed rent and damages or provided forwarding address within 5 days of vacating.

Creates new crime of intentional destruction of rental property as a class B misdemeanor for damages under $750 or class D felony for damages of $750 or more.

Allows tenants to recover up to twice the amount of wrongfully withheld security deposits as damages.
