Establishes the "Health Care Professionals Cultural Competency Act" requiring all health care professionals to complete cultural competency training addressing race and gender-based disparities in medical treatment.

Mandates schools for health care professionals include cultural competency instruction in their curricula as a requirement for diploma completion, developed in consultation with nationally recognized review organizations.

Requires health care professionals licensed after the effective date to complete cultural competency training before initial licensure; those licensed before the effective date must complete training within three years or before relicensure.

Requires a minimum of one hour of cultural competency continuing education during the first renewal period and at least once every three years thereafter, in addition to other continuing education requirements.

Authorizes the Department of Health and Senior Services to approve and develop a list of continuing education opportunities including in-person courses, online training, cultural immersion, service learning, and experiential learning; requires licensing boards to report biennially on participation.
