MO HB1991

Expands MO HealthNet eligibility effective January 1, 2014 to include families, pregnant women, children under 19, and CHIP-eligible children using modified adjusted gross income (MAGI) standards based on 1996 AFDC levels and federal poverty percentages.

Creates new eligibility category effective January 1, 2015 for adults age 19-64 with household income at or below 133% of federal poverty level, except those already eligible for Medicare or mandatory Medicaid coverage.

Adults in the new eligibility category receive an alternative minimum benefit package unless they meet the definition of "medically frail," in which case they receive full MO HealthNet coverage under section 208.151.

Allows discontinuation of expanded adult eligibility if the federal medical assistance percentage falls below 90% and the General Assembly votes to discontinue coverage, with the MO HealthNet oversight committee to provide financial impact analysis before any vote.

Requires the MO HealthNet oversight committee to research health-related savings, revenues, and feasibility of cost-sharing, expanded coverage, and private health plans for the newly eligible population.
