MO HB1992

Repeals and replaces section 301.227, RSMo, regarding vehicles purchased for salvage, dismantling, rebuilding, or destruction.

Allows scrap metal operators to purchase inoperable motor vehicles at least 25 model years old without requiring original title, salvage certificate, or junking certificate, provided they verify no security interests or liens exist.

Requires scrap metal operators to submit a copy of seller's state identification and bill of sale (instead of title documents) to the Department of Revenue for vehicles 25+ model years old.

Eliminates the requirement to verify security interests or liens for vehicles at least 40 model years old.

Directs the Department of Revenue to promulgate rules implementing the bill, including development of a uniform bill of sale form.
