Court must order surrender of all license plates for persons convicted a second or subsequent time of driving while intoxicated (sections 577.010 or 577.012) within 10 years of a previous conviction.

No new license plates may be issued until the offender obtains a limited driving privilege or has their driver's license reissued or reinstated; obtaining plates without authorization is a misdemeanor.

Offenders may apply to the Director of Revenue for special identifiable license plates if a household member has a valid driver's license and a co-owner or family member is dependent on the vehicle for necessities of life; director must decide within five business days.

Special license plates cost $20 per vehicle and are not probable cause for traffic stops or searches; display does not constitute probable cause for vehicle detention.

Upon full restoration of driving privileges, offenders must surrender special plates and may obtain regular license plates at standard fees.
