Establishes a new "Foster Children's Bill of Rights" under Missouri law (section 210.567) to be administered by the children's division.

Requires the children's division to provide age-appropriate orientation and explanation of rights to every school-aged foster child and their foster parents, and to develop and distribute posters of the bill of rights to homes and facilities caring for six or more foster children.

Guarantees foster children 29 specific rights including protection from abuse, regular sibling contact, non-discrimination, privacy, participation in education and extracurricular activities, religious freedom, family contact, legal representation, and monthly caseworker communication.

Establishes rights related to permanency planning, case plan involvement, court participation, career guidance, job skills development, financial management, and access to records at age 18.

Provides foster children the right to file complaints about rights violations without fear of retaliation and to speak confidentially with appropriate offices regarding violations.
