Distributes $3,679,310,241 to free public schools through the School Foundation Program, including $3,353,283,124 for foundation formula, $115,297,713 for transportation, and $144,660,376 for early childhood special education

Limits Department of Elementary and Secondary Education employment to 811.30 full-time equivalent (FTE) employees from the General Revenue Fund and prohibits use of funds to support Common Core Standards

Establishes funding for various education programs including vocational education ($23,500,000), special education ($274,873,391 federal), First Steps Program ($53,312,710), and school nutrition services ($297,338,051)

Provides funding for targeted initiatives including reading instruction programs ($3,500,000), teacher recruitment in struggling districts ($3,000,000), safe schools programs ($750,000), and early childhood development programs ($17,179,800)
