House Bill 2003 - Higher Education Appropriations Summary

• Appropriates $1,291,314,078 total for the Department of Higher Education and Missouri higher education institutions for fiscal year 2014-2015, funded from General Revenue Fund ($948.1M), Federal Funds ($5.8M), and Other Funds ($337.4M).

• Restricts funding to institutions that do not offer unlawfully present covered students tuition rates lower than out-of-state U.S. citizens, and limits Department of Higher Education employment to 14.88 full-time equivalent employees from General Revenue Fund.

• Allocates $22.7 billion to the Higher Education Academic Scholarship Program and $78.5 million to the Access Missouri Financial Assistance Program for student grants and scholarships at Missouri-headquartered institutions.

• Provides operating funds to all public universities and community colleges, including $360.7M to University of Missouri, $81.3M to Missouri State University, and $118.4M to community colleges through the Department of Higher Education.

• Funds specialized programs including $35M for A+ Schools Program, $1.9M for Missouri Telehealth Network, $10.3M for Missouri Rehabilitation Center, and $1.5M for spinal cord injury research at University of Missouri.
