HB 2004 Summary

• Appropriates $510.4 million to the Department of Revenue for fiscal year 2015 (July 1, 2014 - June 30, 2015), including operations of highway-related fee collection, tax division, motor vehicle licensing, legal services, and the State Lottery Commission with maximum 939.04 full-time equivalent employees

• Appropriates $2.17 billion to the Department of Transportation for highway construction, maintenance, fringe benefits, multimodal operations, transit programs, rail services, aviation, and waterways projects

• Prohibits use of Department of Revenue funds for costs associated with statewide elected offices (Governor, Lieutenant Governor, Secretary of State, State Auditor, State Treasurer, or Attorney General) and for AAMVA conferences, travel, or data collection violating state law

• Authorizes $188 million distribution of motor fuel tax funds to cities and counties, $1.31 billion in tax refunds, $153 million in lottery prizes, and various transfers among state funds including federal stimulus and highway-related accounts

• Allocates $560.2 million from State Road Fund and Motor Fuel Tax Fund for highway construction and maintenance, plus $211.8 million in department-wide fringe benefits
