Funds major divisions including State Highway Patrol ($107,402,527), Missouri Veterans' Commission ($84,975,914), State Emergency Management Agency ($109,003,779), Gaming Commission ($16,098,792), Capitol Police ($1,358,523), and Fire Safety division ($3,310,423)

Authorizes $80,504,917 from the Missouri Disaster Fund for emergency assistance and $12,543,999 from General Revenue Fund for federal grant matching and emergency response expenses

Transfers $30,000,000 from Veterans Commission Capital Improvement Trust Fund to Missouri Veterans' Homes Fund and $32,000,000 from Gaming Commission Fund to Veterans Commission Capital Improvement Trust Fund
