State Board of Education must appoint a team to conduct performance analysis of any district with provisionally accredited or unaccredited status before making accreditation changes, including experienced teachers and administrators from comparable successful districts.

Districts with provisionally accredited or unaccredited status must submit comprehensive school improvement plans by August 15 addressing academic deficiencies, implementing research-based strategies, aligning curriculum, and reallocating resources.

Department of Elementary and Secondary Education reviews improvement plans within 60 days and can withhold funds under section 163.031 from districts failing to submit compliant plans.

School districts with provisionally accredited or unaccredited status must enter into performance contracts with the State Board of Education committing to interventions for each affected school building.

Performance contracts guarantee districts will not fall below provisionally accredited status during the contract term and must include intensive professional development for board members, administrators, and teachers.
