Establishes the "Missouri Science, Technology, Engineering and Mathematics Initiative" within the Department of Higher Education to award matching funds to public institutions of higher education for STEM programs.

Creates a Science, Technology, Engineering and Mathematics Fund to support endowed teaching professorships, scholarships, youth experiential programs, and career enhancement for STEM teachers.

Allows taxpayers hiring STEM student interns to redirect up to $5,000 of their state tax liability to the STEM fund, with internships requiring at least 12 weeks duration and 15 hours per week of work within Missouri.

Enacts the "Economic-Education Partnership Act" allowing employers providing educational benefits in health care, engineering, or information technology to redirect up to $5,000 in state tax liability to the STEM fund.

Caps the combined annual transfer from both tax credit programs at $50,000 total from all participating taxpayers, though third-party donations do not count toward this limit.
