Authorizes the Family Support Division to intercept excursion gambling boat winnings from obligors owing child support arrearages in IV-D cases.

Requires excursion gambling boats to receive obligor information (name, Social Security number, IV-D case number, and arrearage amount) through secure electronic means from the Division.

Gambling boats must check winner identity against the Division's list before payment and deduct the lesser of total winnings after taxes or the arrearage amount owed, plus up to $25 for administrative costs.

Requires gambling boats to disburse deducted winnings to the family support payment center within two business days and provide obligor information with the payment.

Allows obligors to contest the interception by requesting a hearing within 30 days; provides gambling boats immunity from liability for actions taken in good faith compliance with the law.
