Requires the Department of Revenue to design and implement an online motor vehicle license renewal system available by January 1, 2002, and an online tax filing and payment system for tax years beginning January 1, 2002.

Assigns all fees and processing work associated with the online motor vehicle license renewal system to fee offices as designated in section 136.055.

Directs that beginning January 1, 2015, all fees and processing work for online motor vehicle license renewals must be directed to the fee office located in the county where the applicant resides, with multiple fee offices in the same county able to compete for the work through competitive bidding.

Establishes competitive bidding process for fee office contracts with priority given to tax-exempt organizations under Section 501(c)(3) or 501(c)(6) of the Internal Revenue Code and political subdivisions including municipalities, counties, and fire protection districts.

Maintains existing fee schedules for motor vehicle and driver's license transactions ranging from $2.50 to $7 per transaction and allows tax-exempt organizations to retain all collected fees.
