Adds board certified psychiatric-mental health clinical nurse specialists to the list of eligible service providers for crime victim compensation for psychiatric treatment and counseling services.

Maintains existing compensation limits of $2,500 maximum per eligible claim for psychiatric, psychological, or counseling expenses resulting from crime.

Requires all medical care providers to be licensed by Missouri or the state where services are provided; psychiatric and counseling providers must be physicians, psychologists, clinical social workers, professional counselors, or the newly added psychiatric-mental health clinical nurse specialists.

Preserves existing requirements that victims must have incurred at least $50 in out-of-pocket loss or lost two continuous weeks of earnings, and that crimes must be reported to authorities within 48 hours.

Overall compensation awards remain capped at $25,000 per claim, with lost earnings limited to $200 per week.
