HB 2064 Summary

• Electrical corporations must offer solar rebates to public schools, private schools, charter schools, political subdivisions, and nonprofit organizations for new or expanded solar electric systems up to 25 kilowatts on their premises.

• Rebate amounts decrease over time: $2 per watt through August 28, 2014; $1.50 per watt through June 30, 2015; $1 per watt through June 30, 2016; $0.50 per watt through June 30, 2019; $0.25 per watt through June 30, 2020; and $0 per watt after June 30, 2020.

• Annual rebate costs are limited to 1% of the electrical corporation's annual base revenue and cannot raise retail rates by more than 1% annually, with costs recoverable through retail rates.

• Recipients must transfer all renewable energy credits associated with the solar system to the electrical corporation for 10 years, and public and charter schools must provide STEM learning opportunities related to renewable energy and efficiency.

• Large customers with demand of 5,000+ kilowatts or interstate pipeline pumping stations are exempt from these rate increase provisions.
