Requires notary applicants to disclose any convictions for crimes involving fraud, deceit, coercion, felonies, or official misconduct, and makes knowingly providing false information on applications a Class B misdemeanor.

Allows non-residents and non-registered voters to become notaries if they work in Missouri and will use the notary seal in their employment, with a work address in the county of commission.

Mandates all new and renewal notary applicants complete a computer-based notary training course and read the Missouri notary public handbook before submitting applications.

Prohibits anyone from manufacturing a notary seal without the notary presenting their certificate of appointment or commission letter from the secretary of state.

Requires notaries to immediately notify the secretary of state in writing when their seal is lost, misplaced, destroyed, or damaged, and requires resigned notaries to return their seal to the secretary of state.
