Prohibits state and local public funds and governmental economic incentives from being expended on research projects or economic incentive projects involving abortion services, human cloning, or prohibited human research.

Defines "abortion services" to include performing, inducing, or assisting with abortions; encouraging or referring patients for abortions (except to save the mother's life or in medical emergencies); and development or distribution of abortion-inducing drugs, chemicals, or devices.

Restricts cost-sharing between eligible and ineligible projects; requires separate accounting of public funds; mandates compliance with federal cost accounting principles (48 CFR 9905); and requires audits to certify compliance.

Grants standing to state taxpayers and political subdivision taxpayers to sue the state, its officials, agencies, and public fund recipients for violations in circuit court.

Requires all records related to public funds and economic incentives awards to be open to public disclosure, with no exemption for scientific innovations or intellectual property licensing.
