Repeals and replaces section 193.145, RSMo, regarding death certificate filing and registration procedures in Missouri.

Requires the Department of Health and Senior Services to develop an electronic death registration system by September 1, 2015, with secure login and annual authentication requirements for all data providers.

Mandates all death registration data providers (funeral directors, physicians, medical examiners, coroners, etc.) to use the electronic system within six months of certification that it is operational.

Establishes that funeral directors must enter personal death information into the electronic system within one business day of receipt, with automatic electronic notification to the attending physician who has three business days to complete medical certification.

Provides civil liability immunity for physicians, nurse practitioners, physician assistants, and other medical professionals who in good faith complete death certifications absent gross negligence or willful misconduct, and creates a provisional death certificate process if standard filing does not occur within five business days of death.
