Allows cities, towns, villages, sewer districts, or water supply districts to levy an annual fee not exceeding $3 per month or $36 per year on lateral sewer service lines serving residential properties with four or fewer dwelling units, subject to voter approval.

Fee revenues must be deposited in a special account used solely for administering and paying costs of lateral sewer service line repairs and replacements, with administrative costs capped at 5 percent annually.

Authorizes sewer corporations, municipalities, and sewer districts to contract with water corporations, municipalities providing water, or water districts to terminate water service for nonpayment of sewer bills after 30 days written notice.

Water service termination requires the customer to pay all sewer charges plus costs associated with termination and reestablishment of sewer and water services.

Water providers acting under such contracts are not liable for damages unless caused by their negligence, and all termination and reestablishment costs must be reimbursed by the sewer entity unless the contract specifies otherwise.
