Establishes "Laura's Law" creating a class D felony for social hosts who knowingly allow minors to drink alcohol and the alcohol contributes to permanent personal injuries or death, with mandatory minimum of 85% of sentence served and no probation eligibility unless entire sentence is served.

Prohibits licensees and non-licensees from supplying intoxicating liquor to persons under age 21, intoxicated persons, or habitual drunkards, with exceptions for medical purposes and licensed physicians.

Makes it a class B misdemeanor for property owners to knowingly allow minors to drink or possess alcohol on their property (class A misdemeanor for subsequent violations), unless the owner is the minor's parent or guardian.

Requires first-time DWI offenders to be placed on probation for a minimum of two years and successfully complete a DWI court program or other court-ordered treatment program to receive suspended imposition of sentence.

Mandates minimum jail sentences for first-time DWI offenders not granted suspended imposition: at least 48 hours for blood alcohol content of 0.15-0.20% and at least 5 days for content greater than 0.20%.
