Repeals and replaces section 478.437, RSMo, establishing the circuit court of St. Louis County (circuit number twenty-one) with nineteen divisions and nineteen judges.

If St. Louis County's circuit court is awarded additional associate circuit judge positions in 2014, provides one additional circuit judge position instead of the associate circuit judge positions under section 478.320.

If the thirty-eighth judicial circuit is awarded an additional associate circuit judge position in 2014, provides one additional circuit judge position in lieu of that associate circuit judge position.

The additional circuit judge position for the thirty-eighth judicial circuit is in addition to existing circuit judge and associate judge positions as of the bill's effective date.
