Designates EMS regions and regional EMS advisory committees through department regulation to advise on coordination of emergency resources, education, research, standards, quality improvement, and community time-critical diagnosis plans.

Requires the department director to appoint at least six regional EMS committee members from recommendations by professional organizations, with four-year terms, and mandates the regional EMS medical director serve as a committee member.

Establishes that one physician with emergency medical services expertise from each EMS region shall be elected by that region's EMS medical directors to serve as the regional EMS medical director for four-year terms, with initial staggered terms of two or four years depending on region.

Requires medical directors for ambulance services and emergency medical response agencies that provide advanced life support, basic life support with medications, or basic life support with invasive procedures.

Mandates written agreements between medical directors and their services or agencies that define roles, responsibilities, authority, and include grievance procedures.
