Creates the "Farm-to-School Act" within the Department of Agriculture to connect Missouri farmers with schools to supply locally grown agricultural products for school meals and snacks and strengthen local farming economies.

Designates a Department of Agriculture employee to administer the program, maintain a website database for farmers and schools to connect, provide training workshops, and seek grant funding for the program.

Establishes a "Farm-to-School Taskforce" under the AgriMissouri program with representatives from University of Missouri Extension, Department of Agriculture, Department of Elementary and Secondary Education, Office of Administration, plus appointed members from agribusiness and school food service to develop recommendations and report findings by December 31, 2015.

Authorizes the authority to make grants, loans, or loan guarantees to Missouri businesses for developing infrastructure including storage centers, processing facilities, and distribution facilities to store and process locally grown agricultural products for use in schools.

Defines "locally grown agricultural products" as food or fiber produced or processed by a small farm or small agribusiness with less than five million dollars in gross annual sales.
