Repeals and replaces section 523.262, RSMo, governing eminent domain powers for utilities and other entities.

Restricts eminent domain power for electric transmission line projects that consist of collector lines at voltages of 345,000 volts or greater, use steel monopole or lattice structures 90 feet or taller, and originate and terminate outside Missouri while crossing six or more counties, except for rural electric cooperatives regulated under chapter 394.

Exempts rural electric cooperatives from the transmission line restrictions outlined above.

Requires entities exercising eminent domain for power generation facilities constructed after December 31, 2006, to either publish notice in a local newspaper and hold a public meeting before making property purchase offers, or notify the property owner of the condemning authority's identity and intended purpose at the time of initial offer.

Applies federal Uniform Relocation Assistance Act provisions to displaced persons unless the condemning entity is already subject to those federal requirements.
