Repeals section 208.009, RSMo and enacts a new version prohibiting aliens unlawfully present in the United States from receiving state or local public benefits, except emergency medical care, prenatal care, and legal assistance.

Requires applicants 18 years or older to provide affirmative proof of U.S. citizenship, permanent residency, or lawful presence at time of application using documents recognized by the Department of Revenue or federal government.

Eliminates the temporary benefits provision that previously allowed applicants to sign affidavits and receive benefits for 90 days while documentation was pending or indefinitely if a birth certificate application was pending.

Mandates state and local agencies verify an alien's lawful presence through the federal Systematic Alien Verification for Entitlements Program before providing benefits to any alien applicant.

Exempts nonprofit organizations from enforcement requirements and permits them to provide aid; allows agencies to assist applicants in obtaining appropriate documentation for eligibility.
