Requires all commercial mobile service providers operating in Missouri to submit descriptions of all plans, packages, and service agreements offered to consumers to the Public Service Commission.

Mandates providers include itemized listings of all charges, fees, rates, taxes, and other costs associated with each plan, package, or agreement.

Directs the Public Service Commission to develop and maintain a conspicuously identified listing of all submitted provider information on its website.

Requires the Public Service Commission to update the website listing in a timely manner to allow consumers to compare and contrast mobile service offerings.
