Adds new subsection 2 to section 321.310 allowing owners of individual parcels within a residential subdivision to file a joint petition to exclude the entire subdivision from a fire protection district.

Requires the petition to be signed by every owner of a parcel within the subdivision and include a statement that a rural, volunteer, subscription fire department, or volunteer fire protection association will provide fire protection services to the subdivision.

Requires the petition to describe the property, identify the fire service provider, and be acknowledged and accompanied by a deposit to cover all costs of the exclusion proceedings, which shall be consolidated to the extent feasible.

Mandates publication of notice in the county identifying the petitioners, property description, and fire service provider, with interested parties able to appear before the board to show cause why the petition should not be granted.

Allows the board to order exclusion if it determines the property cannot be practically served by the district or if exclusion serves the district's best interests, subject to circuit court approval unless the court finds the board's order was unauthorized by law or unsupported by competent evidence.
