Allows employees of St. Louis's Employee Retirement System who transfer to the St. Louis Metropolitan Police Department to elect within 90 days whether to remain in the Employee Retirement System or transfer to the Police Retirement System.

Requires employees making this election to receive detailed analysis of retirement, life insurance, disability, and medical benefits for both systems and acknowledge the election is irrevocable.

Mandates the Employee Retirement System pay the Police Retirement System an actuarially-determined amount equal to the liability for employees who elect to transfer, within 60 days of the election.

Prohibits employees from receiving service credit for the same period under more than one retirement system as a result of these provisions.

Declares the act an emergency measure effective upon passage and approval to maintain continuity of retirement benefits.
