Adds compressed natural gas meters, liquefied natural gas meters, electrical charging stations, and hydrogen fuel meters to the list of devices subject to weights and measures testing fees under section 413.225.

Modifies section 413.226 to bring alternative fuel dispensing equipment under weights and measures regulations, including meters for vehicle fueling and electric vehicle charging stations.

Clarifies that electric meters used for charging electric vehicles at retail locations are subject to weights and measures regulations, whereas other electric meters are exempt.

Specifies that compressed natural gas and liquefied natural gas meters used for vehicle fuel dispensing are subject to weights and measures oversight under chapter 323, rather than being exempt as non-vehicle fuel meters.
