Establishes the "Protecting the Second Amendment Act" as a new section of Missouri law (571.520)

Prohibits persons residing in a city not within a county from owning, possessing, manufacturing, transporting, repairing, or selling shotguns, short-barreled or sawed-off rifles, automatic handguns, or flamethrowers

Defines "flamethrower" as a mechanical incendiary device designed to project a long controllable stream of fire

Requires the metropolitan police department of a city not within a county to establish a surrender process for prohibited firearms and transfer all surrendered weapons to the Federal Bureau of Investigation

Violation of the firearm prohibition is classified as a class A felony
