Establishes annual registration fee of $7.50 for trailers and semitrailers, with optional three-year registration for $22.50 or permanent registration for $52.50.

Permanent trailer plates and registration fees are vehicle-specific and nontransferable, except as provided under section 301.442.

Clarifies that once a vehicle receives a junk or substantially equivalent designation in Missouri or any other state, only a junking certificate may be issued and salvage or original titles cannot be reissued.

Allows applicants to rescind junking certificate applications within 90 days and apply for a salvage certificate instead, provided the vehicle has not previously been designated as junk in any state.

Permits scrap metal operators to acquire inoperable motor vehicles at least 10 model years old without original title certificates by verifying no security interests exist and submitting seller identification and bill of sale to the department of revenue.
