Prohibits sterilization of confiscated animals prior to a disposition hearing unless necessary to save life or relieve suffering.

Requires owners to post reasonable bond within 72 hours of a disposition hearing to prevent animal disposition, with bond amounts based on fair market boarding costs rather than a flat 30-day minimum.

Creates new penalties making intentional euthanasia or sterilization of animals prior to a disposition hearing a Class B misdemeanor (Class A for repeat offenses) and allows owners to recover actual animal value as damages.
