Prohibits firearm sales or transfers in Missouri unless a national and state criminal background check is conducted showing no felony convictions for the purchaser or transferee.

Requires persons selling or transferring firearms to keep written bill of sale or transfer documentation for five years.

Directs the Department of Public Safety to establish procedures for background checks including inquiry of the National Instant Criminal Background Check System and notification of results to the requester, with a reasonable fee charged.

Mandates firearm owners report lost or stolen firearms to local law enforcement within 72 hours of discovering or should have discovered the loss or theft.

Establishes penalties of class A misdemeanor for violating background check requirements and civil liability for damages from illegal firearm transfers; first violation of lost/stolen reporting is an infraction, second or subsequent violations are class A misdemeanor.
