Repeals and replaces section 304.190, RSMo, regarding motor vehicle restrictions in city commercial zones.

Motor vehicles operating within cities of 75,000+ inhabitants or within two miles of city limits cannot exceed 15 feet in height and are limited to 22,400 pounds per axle.

Defines "commercial zone" as the area within a city plus territory extending one mile beyond corporate limits, plus one additional mile for each 50,000 population or portion thereof.

Establishes specific commercial zone extensions for certain cities, including 12 miles for cities with 400,000-450,000 inhabitants and 8 miles north along U.S. Highway 63 for home rule cities with 108,000-116,000 inhabitants.

Commercial zone boundaries cannot be reduced due to population loss, and cities retain the right to designate specific routes for vehicle operations by ordinance.
