Board must identify necessary changes to academic courses, support services, financial aid, and institutional policies to enable three-year bachelor degree completion.

Study must assess program costs for students and institutions, identify external grant funding sources, and propose a funding structure.

Coordinating Board must investigate accreditation and federal financial aid implications and identify responsible administrative units at public institutions.

Initial report with recommendations and implementation timeline must be submitted to the General Assembly by February 1, 2016.
