Requires 33 percent of any tuition increase at Missouri public higher education institutions to be designated for faculty improvement

Locks in tuition rates for full-time Missouri resident students at qualifying institutions (those receiving state funds) for five continuous academic years following initial enrollment

Extends tuition lock-in to students enrolled before the 2014-15 school year at the 2014-15 rate for the customary time required to complete their degree program

Allows students in degree programs requiring more than four years to maintain locked-in tuition rates for the customary completion time

Resets tuition lock-in rates for undergraduate students who continue to graduate studies, requiring them to lock in at graduate tuition rates upon enrollment
