Prohibits contracting entities from selling, assigning, or granting access to participating providers' dental services unless expressly authorized in the health care contract.

Requires contracting entities to identify third parties granted access to participating providers' services upon request, providing name, address, telephone number, and website.

Mandates that participating providers receive the option to refuse to continue providing services to third party entities that purchase or are granted access to their dental services.

Requires contracting entities to maintain a website or toll-free number with a listing updated every 90 days of third parties granted access to participating providers' services.

Obligates third party entities to provide participating providers within 30 days a listing of the 100 most frequently reimbursed dental procedure codes and corresponding reimbursement amounts.
