Establishes the "Armed Offender Docket Pilot Project" in Jackson County Circuit Court with dedicated judges and personnel to handle all matters for cases under chapter 571 (first degree robbery) and section 569.020 (firearms offenses) effective upon creation.

Permits the circuit court to impose a $30 surcharge per criminal case assigned to the armed offender docket, with funds collected to defray costs of prosecution, pretrial supervision, and statistical analysis; no surcharge collected if case is dismissed or costs paid by state, county, or municipality.

Requires the presiding judge, prosecuting attorney, and law enforcement agencies to coordinate and share court and law enforcement data including pretrial confinement decisions, bond amounts, case dispositions, sentences, probation decisions, and other requested information for evaluation purposes.

Mandates publication of an annual public report within six months of each docket anniversary detailing operations and including commentary from research universities with criminology, criminal justice, public health, or social work programs.

Pilot project sunsets on December 31, 2020.
