Repeals subsection 9 of section 301.227, RSMo, which allowed scrap metal operators to purchase inoperable motor vehicles at least 10 model years old without requiring original certificates of title, salvage certificates, or junking certificates.

Restores the requirement that scrap metal operators must obtain the original certificate of title, salvage certificate of title, or junking certificate from all vehicle sellers unless the seller holds a salvage business license.

Eliminates the alternative documentation process that permitted scrap metal operators to submit a copy of the seller's state identification and a bill of sale instead of vehicle titles for older inoperable vehicles.

Removes the exemption that allowed scrap metal operators to forgo verification with the Department of Revenue regarding security interests or liens for vehicles at least 10 model years old.
