State auditor shall audit public water supply districts located in charter-form counties with 300,000-450,000 inhabitants that do not process or treat sewage or wastewater but pay fees to another entity for such service.

Audit shall be conducted as if requested by petition and paid for by the public water supply district using moneys deposited into the Petition Audit Revolving Trust Fund.

Audit must be completed by December 31, 2015.

Maintains existing provisions for state auditor to audit counties without elected county auditors and to conduct petition-requested audits of political subdivisions based on voter signature thresholds ranging from 5-25 percent.
