Department of Elementary and Secondary Education must ensure adequate funding for educational services for children in state care, including foster children and those placed by mental health or social services departments.

School districts must estimate annual funding needs during budget process and direct classroom trust fund appropriations to fulfill these requirements; if funds are insufficient, the department must request supplemental appropriations.

A child's domicile district must pay toward per-pupil costs equal to the average local tax effort of that district, with the state department covering any costs exceeding domicile district payments.

Serving districts must submit written vouchers for payment to domicile districts; if payment is not received within 90 days, the state department deducts the amount from state financial aid owed to the domicile district and pays the serving district.

Children receiving services from a district other than their domicile district are counted in average daily attendance of the serving district for state aid distribution purposes.
