Department of Social Services shall establish a pilot program allowing eligible non-custodial parents to reduce state debt owed through program participation.

Program goals include empowering non-custodial parents to achieve gainful employment, encouraging engagement with their children, and promoting financial responsibility for children's well-being.

State debt reduction is based on hours of participation as determined by the department, with a maximum reduction cap of $2,000 per participant.

Program does not forgive entire state debt, change monthly child support obligations, compromise arrears owed to custodial parents, or compromise spousal support arrears.

Department shall promulgate rules and regulations to implement the program, subject to Missouri's Administrative Procedure Act requirements.
