Repeals and replaces section 644.051, RSMo, relating to water pollution control and permitting requirements.

Removes language stating "nothing shall prevent the department from taking action to assure protection of the environment and human health" from construction permit exemption provisions.

Establishes specific exemptions from construction permits for facilities and projects meeting defined criteria, including facilities over 1 million gallons per day authorized through local programs and sewer extensions of 1,000 feet or less with fewer than two lift stations.

Requires the department to respond to Section 401 Federal Clean Water Act certification requests within 60 days and prohibits permit fees from being used for total maximum daily loads studies on Missouri or Mississippi rivers.

Implements public participation processes for new or reissued general permits for aquaculture, storm water, and designated categories where 50 or more permits were issued in the preceding five-year period.
