Repeals and replaces section 376.1753, RSMo, relating to midwifery services and requirements.

Allows persons holding current ministerial or tocological certification accredited by the National Organization for Competency Assurance (NOCA) to provide services as defined in 42 U.S.C. Section 1396 r-6(b)(4)(E)(ii)(I).

Requires certified persons providing homebirth services to obtain and maintain malpractice insurance with minimum coverage of one million dollars prior to providing services and throughout the duration of services including the standard postpartum period.

Makes failure to present proof of required malpractice insurance coverage prior to providing homebirth services a Class B misdemeanor.
