Repeals and rewrites section 49.266, RSMo, to allow county commissions in all noncharter counties to promulgate regulations on county property use, traffic, and parking.

Violations of adopted regulations are classified as infractions.

Authorizes county commissions to issue burn ban orders when the state fire marshal determines a natural disaster jeopardizes county safety and the U.S. Drought Monitor designates the county as experiencing severe, extreme, or exceptional drought; violations can carry penalties up to a class A misdemeanor.

Exempts state fire management agencies and persons conducting agricultural burning using best management practices from burn ban provisions.

Permits burn bans to restrict missiles and skyrockets as defined by the 2012 American Fireworks Standards Laboratory, but prohibits bans on other consumer fireworks; does not restrict the sale of fireworks.
